I think that there is a rule that you can't attack a single target a certain number of times in a day. You might want to report him.

How many troops of what type is he sending?

ok.. he has not started back up... yet

I did go down to lvl 1 on the port and have spent all of my money and built my lvl 3 Governor's residence so.. his take will be considerably less right now.
