It's an error. You'll want to irrigate instead of mine if you aim for settler production in combination with a granary. City growth can be the limiting factor here.
BUT In despotism, there's no need for irrigation. Correct me if I'm wrong.

In despotism irrigation definitely helps. In this example, you get one food extra (+4) while no other growth possibilities are in sight.

Grassland is uselss to irrigate normally, so take advantage of it straight away. If possible it is also nice to have the cattle 2 tiles from the city, so that it can be shared with your second city. That way the +4 from it will allow you growth in 3 turns with a granary, and on the 3rd turn the other city can use the +4 cattle tile instead. I would always irrigate cattle unless there were 3 of them for the city, then I would maybe mine 1 or 2.

Have to agree with Anarres on this. Irrigate the cow, you need the food especially because irrigating all the normal and shielded grass is useless in despotism so you'll mine em anyway. So shields won't be your problem.
On the 2 cow tile swapping: Anarres, you are one little scary micromanager!

I ALWAYS mine cows, except for a sit like this. You MUST expand, and several 2 food 2 prod tiles will be too much prod / food for setters.

kevinicus, i sure hope you don't irrigate grassland in despotism because your only losing worker turns then. Grass = 2 food, irri=+1 food, that makes 3 food and in despotism you always lose your 3rd food. SO when you irrigate grass in despot you don't gain grain.

I know I should mine first and irrigate later, but I'm an idiot so I irrigate where I can and only mine on/near hills or mountains.

in the beginning of the game I would irrigate to get 4 food. Later I would mine as to get 20 population with a solid production rate.
