I suppose the draw really needs to be made today or tomorrow latest, if socra could get another person to join we'd be at 30 teams total, needing to play 9 weeks of cup rounds.
5 groups of 6 seems like a good option, with teams playing each other 1 time in a group round for 5 weeks, though we'd be 2 teams short to create a 4-round KO stage afterwards... Any ideas on how to best create a good fixture list ensuring games for everyone the next 9 weeks?

Ok 5 groups of 6.
The top 16 teams qualify for the KO's of the upper tier. Which is a straight 4 weeks of games. Losers at each round get ranked depending on the score of their game and then playoff for final standing position once they are knocked out. The other 14 teams play the same way but as they are two short the best 6 teams in the lower tier get a bye in to the next round but can be randomly matched up against each other for the last 16 stage. Then once you get to the last 8 it works in exactly the same way, with teams already knocked out playing the team once place above, below them in order to determine final ranking position. I'm not sure I've thought this through enough but something along those lines is feasible I think .......... |

Oops. You could just have two ghost teams to make the lower tier 16 teams and whichever two teams get drawn against them get a bye, which would make only two teams have a non competitive game for one round.
Probably a better idea. |
