See that's difficult because if you were not getting CB's coal he would declare war vs you so you can not steal from him !
He did exactly so vs Anarres so it might not be fair to steal from him...it's an ethical problem : if he were not giving you the coal, you could not steal from him, expecially with the race on over Hoover.

@Sky: I understand. This makes me sick! CB would declare war to prevent me from stealing the techs. But he can't, because he gave me coal! To profit from it would be cheating IMVHO

I see that CB still hasn't finished Hoover (I investigated his city). He needs another 16 turns! I have a pre-build (meant for ToE) which finishes Universal Suffrage in 6! Hmmm

CB declared war, because he figured that I finished railroading. He is afraid that I might steal the techs. Logical thought. Now I know that I have to get Espionage asap, but first Electronics. I will have it in 8 and also my US pre-build for Hoover will be ready then. The thing that will kill me is when an AI finishes US before I can build Hoover [

We decided to end the game and withdraw it from the ladder. CB now discovered Rep Parts and has no rubber. I assume that I have more than one source, making this map even more unbalanced. We both fully understand how difficult it is to make a balanced archipelago map, so the mapmaker's work is greatly appreciated! It is a shame that we had to find out so late that the resources were not honestly divided. I can only imagine that the mapmaker didn't expect us to be so peaceful so long.

PS. This time the game really IS over.

PS PS: I would have gotten Hoover
