Make nukes terraform again?

Hello,
I really loved this in the original civ3.
Nukes were able to terraform landscape and turn mountains into hills, plains into grasslands, and grasslands into desert. Too bad they took it out with conquests.
Is there any way to bring that back? Any mod or civEdit rules?
