Besides, didn't Single Currency pass? Of not, I'd like to give that one a try.

IMHO, open trade is quite useless, there are already enough open borders and nobody is in Mercantilism. So, I'm not sure what is the benefit of this to anyone. Obviously, single currency can positively influence only those who have large number of cities and those will lesser number of cities might be worried that the gap is increasing. Well, obviously UN does not want to alienate anyone. However, Suffrage and Emancipation are quite the options and might be worth trying. Another possibility, since Manhattan had not been built yet, is to try to ban nuclear weapons. But again, may be somebody is building it and will get quite pissed at this opportunity being cut down. I really don't know. IMO, we can just forget about it and the whole UN thingy.

The BTS UN gives you more choices in the resoultions you can put up, but no matter what your always going to piss someone off in some way.

there is that too .
The one stupid thing i noticed in BTS with both the AP and UN is if everyone votes yes except one person who defies the then the resolution still fails overall.

Yea, but there are negative effects of defying, like when you defy a city of yours being transferred to it's 'rightful' owner, the city becomes unhappy.
