A lion attacked interturn, so I decided that I got my full value from that free scout and marched him to the forested hill outside of Madrid. No seeable resources!

Ginger_Ale has a scout on the hill. Well, the same thing happened to me earlier in the game, and I wasn't about to let this opportunity slip (plus, the longer he knows less about my lands, the better):

We have since made peace (treaty expired during the interturn), and no more Ginger scouts have been seen yet. I have a settler due in one. Any thoughts?:

City site 2 is not of much use with the romans there. I would say go with 1a to take away room from the ai's around you
