Well, he has a spoiler at CFC. I decided to out-do him and maintain one at each site.

EDIT - Ginger's a speedy player. I'll just re-update in this post, as a new save make the previous update obsolete.
Turn 45 We have since made peace (treaty expired during the interturn), and no more Ginger scouts have been seen yet. I have a settler due in one. Any thoughts?:

City site 2 is not of much use with the romans there. I would say go with 1a to take away room from the ai's around you
