Palace jumping
Have you seen that Dave Mc has finally figured exactly how you can calculate where your palace goes.
For each city calculate: No of citizens in city (including foreigners) + 1/3(number of your cities within 8 squares of that city.) Biggest number gets the palace. (edited formula)

Oops I left a factor of 1/3 out of formula
Citizens + (1/3 * neighbours )

Actually, I thought it was an exploit before... I have almost always known which city I would get the capital in. And I havn't done the palace jump for ages...

I just keep my capital where it is, or move it where the majority of my cities are to increase gold and shields.
