Can you tell us what's wrong with it so we can tell you if it's normal?
Edit: OK seen it.... This will only happen the turn you found a city. In the AI upkeep phase the AI city will re-assign it's sugar citizen to one within it's boundaries. Oh , I guess it also happens when you also capture or the borders move (1st turn).
