Upload tweaks...
I changed the timeout from the ludicrusly small 360 seconds to 10,000 seconds. This should solve most uplaod problems.
I also changed the upload limit from 4Mb to 10Mb.

If they get out of hand (i.e. everyone has dancing manga girls) we will make a rule for it, but at the moment they are allowed.
