Pine Gap Communications Center near Alice Springs in Oz. EDIT: According to Pine Gap it is very unlikely it merely is a satellite tracking station.

A delegation of US senators toured the facility a few years ago with complete access where as an Australian senators wanted to tour the facility when the contract renewal came up they had to wait 4 months for clearance and then where only able to tour only a few areas. What really goes on there is anyones guess

I'd say it's a glacier.
 And the somewhat hard to read words suggest something asian perhaps. Googled a bit but after scanning my fair share of sattelite glacier pics, I gave up. Very nice pic though
