It is still bugged (just checked). Start an advanced start game, settle your city, and add one pop, then right click and take away one pop. Your total gold increases by 1.... add one pop for x gold, and the next pop to be added costs x+1 gold. If you delete the pop point, it forgets you added it for x cost so it adds x+1 to your treasury when you take away from the pop of the city. You could easily add pop to your city to 100 and then take away back to 2 and get several hundred extra gold. Not incredibly gamebreaking but something to watch out for.
