@Krys: you have something else going on in your system. Update Windows and drivers and delete all porn from hard drive and all trojans and spyware. My specs are also on the lower/mid end, may be graphics card is the only stuff which is more or less OK. Game is somewhat slowing down in the warmonger mode but overall it is satisfactory. No huge lags like you described and no lockups. But every 2-3 hours of playing Civ (sometimes sooner or later), my PC just randomly reboots. It does so also at very intensive tasks, I suspect might be my cpu is overheating because of old age or something wrong with power supply after these hurricanes and lightning storms. If I don't play Civ IV, PC is working for weeks without reboot.

I think my PC, though very low on specs, is quite clean of shit. I defragmented both drives right before installing Civ4, and I should be quite OK with the space (both partitions are half free). As for spywares and all that stuff created by geeks who have nothing to do but doing that between 2 sessions of masturbation all day, I don't know, but I haven't encountered any problem since my HD crash (almost one year !). Pff, I'm using "low" in every gfx category all the time ; when I get to an advanced stage in a game, I shut off all kinds of animations and combat scenes. The only thing I do is running my image program at the same time and alt-tabbing when I have an image to save (which happens less than for my first games now).

But I'm telling you : opening all the advisors make my PC fall apart, especially the military advisor. Might be because of the need to scan the whole map... and at the moment I'm playing a large map. I hope Firaxis fixes much of that in future patches. Nevertheless, I wanted to know if some people had the same symptoms as me. And remember that I have an Athlon 1800+, 256 MB RAM and a GeForce2 card.
