Tubs Japan needs some more workers. With AP on it's good to have almost 2 per city so consider popping some to get those cities rolling.

[blah blah]Reiterating what Paal said...AP cuts builds in half so settlers pop with 15 shields. Hence the need to work the tiles faster because new cities are wasting time with undeveloped tiles. Japan's cities are working a lot of undeveloped tiles.
Currently I'm doing 1 or 2 turn MI, Pikes and MW's in my big cities because all of their tiles are developed except the mountains which are online in 2. It will be soon when I can start merging a bunch of the workers back into my cities. [/blah blah]
