Matrix is correct. According to the civlopedia permanent alliances are basically like one civ with 2 rulers (and ~half the upkeep)

yes. but say you needed pottery really quick. Both of you could dump beakers into the bucket to get it quicker. Could be useful for religion runs or techs with GP generated from them.
