Well FM has more than one strategy, there are lots of choices to make in the different aspects of managing a club, tactics, training, transfers, man management ect all give you different choices to make.
It would be difficult to compare it to civ, i mean one game involves running and build a nation, the other deals with just football. What i would say is they are the best games in their genres (despite the civ5 cock up) and both have given me hundreds, maybe thousands of hours of enjoyment. Pity there isn't a FM pitboss, it would be good to play a game of FM against a group of people
