Strange candidates there...
Maybe all human players are automatically chosen, as well as one random ai opponent? (Would probably make some sense in the regard of avoiding *preparation* of UN victory).
Has there already been a UN vote during a MP game?

From the map/stats (sooner) posted, I wouldn't even have expected that Jack was a candidate (that's debatable though), but France
