I don't know the settings of the game, but since this is not AW, shouldn't you be spamming as many settlers as possible from all your towns until you have every tile covered, as well as workers to make them worth it? Your 2 main cities are on big builds and IMHO they could use some shrinking, tile improvement and settler output.
