if you really want 10000 pop thats no problem at all. Join the recruiters and you'll get 750-1000 men a day easily. Requires an hour of clicking a day however. Still just do it for 2 weeks and you;re set.
I think at the current rate 10,000 ranking is possible but will be hard.
