Beam mentioned a prebuild for Hoover.. I didn't find one when I started.
When I look at our best city Chengdu is number 2 with 30 shields with factory after corruption.
Beijing has 49 shields.
Hoover needs 800 shields, so Beijing will build it from scratch in 17. 3 turns to go for TOE, so 20 turns from now.
Chengu will build it from scratch in 27.
If I had rushed the factory in turn 1 I could have equalized.
But I did not rush the factory in turn 1...
Conclusion: we do not have a prebuild for Hoover! Beijing will build it.

Tarly, make sure you pick Atomic Theory and Electronics next! The TOE will research both of them.
Kyoto can be a shield powerhouse with a police station after the factory!
We can buy The Corporation from Henry for Medicine, Furs, WM and 400 gold.
I think Brennus is researching Medicine as he wants to pay less now.
Maybe we should make this deal before Brennus does it.
