I said that he moved the capital there, not 'just moved'
. It happened about 5 turns before our war. That was my trigger to conquer TGL!! I was obviously under the impression that he would attack the Vikings.
EDIT: Note that the borders of Wonsan already had expanded at turn 135. It was his city South East in his empire.
