There is stuff, that cheaters know, that it can't be found now.

Therefore it is important to have the threat of being caught years later. And to make that threat really threatening, they have to punish someone years later from time to time.

I agree, that it doesn't make sense to now declare some other cheater the winner. Then rather no winner at all, but demasquing Armstrong is important if cycling wants to get out of this doping slump.

Especially to get the UCI moving. So they can't say "Oh, it's only few individuals who do it on their own"
