I'm trying a culture win in a bpem at the moment.
I must say that the real key is having as many religions as possible and around 9 cities. That should enable you to build those cathedrals. which are for culture as precious as any wonders. I switched to all culture after the dicovery of electricity to rush rock and roll, but in retrospect it is useless to continue research after democracy. (very usefull to cash rush those cathedrals.)
BTW, do the maths, but is is probably more usefull to shut bring culture to 0%, revolt to democracy, get the cash to build any culture boosting improvement and get back to 100% on culture.
