It's not just a prisoner - he's a convicted mentally sick prisoner. Meaning he has no remorse, sense of guilt, compassion or empathy. The worst type of prisoner possible.

Sounds like a good excuse to stay inside and play Civ all day to me.

Not all 'tbs'-prisoners are like that. But most of them do have at least one of these things you mention.

I wouldn't be too paranoid if I were you. Even if you do encounter him it doesn't mean you're in immediate danger.
