It's still better to irrigate the cow first at least until you have chopped the forest and irrigated the game.
"Food is power" and you want to get that city growing ASAP.

Well I want a granary as soon as possible so I'll grow quicker. And I'll get the granary faster by mining the cow. I think I earn more on it in the end.
