The company I work for is laying off 24 of the approximate 200 employees. If my department is involved; I'll be the one to go since I am the newest and on a 1-year contract.

My experience is that they don't necessary let go the newer or the guys on contract. Guys on contract can be let go anyway at the end of the contract. Newer guys sometimes cost less.
Massive layouts are sometimes used to get rid of "other" guys.

Here by law there is a "selection system" for mass-layoffs and that is based on age, type of contract and length of employment. In all those I am at a disadvantage compared to my colleagues, even if I am far better than my colleagues (which I am not, at least not to an extent to be rendered unmissable).
So, if our department gets hit I am to go. It's not certain that my department has to shrink though.
